Item 4 - Rezoning – Planned Master Development, Daytona International Speedway, DEV2012-071 (Quasi-Judicial Hearing)
A request by Robert A. Merrell, III, Esq., on behalf of Scott Bullock with Daytona
International Speedway, LLC, to rezone 483± acres of land located at 1801 West
International Speedway Boulevard, from Major Sports District (MSD) to Planned Master
Development (PMD). The purpose of the PMD rezoning is to facilitate long term planning
and development of the Speedway Property for expansion of the racing uses at Daytona
International Speedway in conjunction with complimentary mixed-use retail, dining,
entertainment, hotel, commercial, office, and residential uses.

to amend the Land Development Code (LDC), Article 13, Section 3.9, to continue to allow
temporary overnight RV parking within one mile of the Daytona International Speedway (DIS) track site currently zoned Major Sports District (MSD), and to amend Article 18,
Section 6, to allow a Comprehensive Sign Plan (CSP) in Planned Master Development (PMD) zoning districts.

rezone 30.7± acres of land located at 3701 Olson Drive, Daytona Beach, from Volusia
County Industrial Planned Unit Development (IPUD) and Rural Agriculture (A2) zoning to
City of Daytona Beach Heavy Industrial (M-5) zoning. The proposed area to be rezoned
includes an existing asphalt plant and a vacant parcel of land located to the east that is
proposed to serve as a storage yard.
